Japan’s Self-Defense Forces participated in the annual “Balikatan” (shoulder-to-shoulder) military exercises alongside the United States and the Philippines for the first time on Wednesday, in what regional observers described as a significant escalation of the trilateral security partnership.

The inclusion of Japan — which has no territorial claims in the South China Sea — signals a deeper commitment to regional security and a more coordinated front against China’s expanding military footprint in the region.

According to a statement from the Japanese Ministry of Foreign Affairs, Japan’s role in the exercises focused on observing and coordinating joint intelligence, surveillance and reconnaissance operations.

Observers noted the drills are aimed at reinforcing the “first island chain” — a US strategic concept encompassing a chain of islands stretching from the Japanese archipelago through Taiwan to the Philippines, designed to contain China’s access to the Western Pacific Ocean.

The exercises come amid rising tensions in the Taiwan Strait, where Beijing has refused to renounce the use of force to bring the island under its control.

Japan’s participation is likely to trigger a strong response from Beijing, said Euan Graham, a senior fellow at the International Institute for Strategic Studies in Singapore.

“China may escalate its military activities in the Taiwan Strait, including more frequent encirclement drills and a more aggressive posture toward Taiwan’s defense forces,” Graham said.

“The risk is that it [Japan’s participation] could further destabilise the situation in the Taiwan Strait.”
